Yeah, the original spirit of political cartoons would force the reader to do some interpretation, so putting a USA plate on the Hummer is a bit like when a movie character says something to explain the plot when nobody else is around.
Example: Arnold in Predator, covered in mud. “He couldn’t see me.”
Really? Is THAT why the killing machine just walked right past you without de-skullifying you?
